With Venom also set to get his own spin-off, it would make perfect sense to give him some sort of role in this movie regardless of whether his solo outing comes before or after it’s released.
In the Ultimate Universe, the “symbiote” is not alien in origin; it was instead created by Peter Parker and Eddie Brock’s fathers as a possible cure for cancer. This is something which would fit in perfectly with the world which Marc Webb has now created, and if Venom isn’t going to first be introduced in The Amazing Spider-Man 3, it makes sense that he be created here by someone like Norman Osborn using on of Richard Parker’s experiments.
He could even act as a foe for the team of villains as his brief membership in the comics did actually end with him turning on them, leaving several badly injured!
