10. Two-Face (Batman Forever)
In fairness, Two-Face is an incredibly difficult villain to effectively portray in a live-action setting. Not only is half of his face scarred, but he also wears a suit which is different on one side to the other; however you look at it, it’s a pretty silly appearance for any villain! Batman Forever came before the ridiculously camp Batman and Robin, but Tommy Lee Jones’ take on Harvey Dent was far removed from the gothic take on the Caped Crusader’s world from Tim Burton. The make-up job here isn’t that bad to be fair, but the brightly coloured suit makes him look like a cheap knock off version of The Joker. Thankfully, Christopher Nolan would later redeem the villain in The Dark Knight!
