Journeying by ship from Russia to turn-of-the-century America, Fievel is lost at sea during a ferocious storm. Unable to remember his own name, but aware he has Special Forces training, he sets out to find out who he is. On arrival in NYC, he is arrested and accused of spying for Russia and banned from entering the US. He is rendered to a military prison off the coast of Africa, where he is still being held. Each year Amnesty International hold a cheese vigil outside the US Embassy in Lagos, demanding his release.
